I spent 22 years in the U.S. Coast Guard managing defense programs, writing contracts, and watching what happens when the language doesn't match the intent. From the flight deck to the acquisition office, I've seen how contracts either protect an organization — or expose it.
After retiring, I served as Director of Contracts for a mid-size defense contractor. That's where I saw the other side: companies entering defense supply chains without the internal capability to evaluate what they were agreeing to. Primes knew this. The risk language reflected it.
